Interview of Arne Ansper., Cybernetica’s CTO
/SDBR News: Can you explain what Cybernetica's Unified eXchange Platform (UXP) is, which was used to support the military mobility exercise held from October 22 to 24, 2025, in Tallinn, Estonia?
Arne Ansper: UXP is a secure data exchange solution. It was launched in 2014 and built on the renowned e-governance solution X-Road, which was also originally developed by Cybernetica. The aim for its creation was to help essentially any sector to digitalise and reduce bureaucracy.
Since UXP is a highly customisable and scalable solution, it was chosen for the SDMMS platform for these factors to accomodate any special requests the countries may have for their context.
Another important factor of UXP is that it has a decentralised architecture – meaning, that all the data connected to it never resides all in one place. This instantly helps to protect all data that is being utilised in the entire ecosystem.

SDBR News: Does it have applications outside of defense? If so, what are they?
Arne Ansper: Yes, UXP is actually mainly used in the public sector. Today, there are 14 countries worldwide that have implemented UXP as their national interoperability platform, allowing governments to bring all their work online, share securely data between one another, as well as offer the citizens various public services online. This all helps to reduce costs, working time as well as waiting time for the citizens, make the governments more transparent and reduce possible corruption, and of course make public services more accessible to citizens.
For example, UXP is the technology used in Ukranian national interoperability platform called “Trembita”. Launched in 2019, it currently boasts the following statistics:
22 million users – representing 60% of Ukraine's entire population
181 government registers now connected to the platform
Over 159 000 years of queue time and waiting periods saved for Ukrainian citizens
€1.5 billion saved in corruption-related costs between 2021-2024
€1.1 bllion saved through Trembita-enabled automation
UXP is also used in e-governance context Malaysia, Benin, Greenland, The Bahamas, Namibia and many other countries.
SDBR News: Who is behind the Secure Digital Military Mobility System (SDMMS) consortium? What is its purpose?
Arne Ansper: The consortium consists of both private companies, as well as government institutions. The biggest goal is to create a platform which would eventually house the transit operations of the entire NATO. SDMMS is customised for each country to suit their specific needs for the transit operations, so input and experience of all consortium members is extremely needed here.
SDBR News: At present, the SDMMS consortium comprises only eleven countries, with several major European states not participating. Why is this?
Arne Ansper: The consortium was formed upon a project call from the European Defence Fund in 2021. Since the project required a budget contribution from each participating consortium member and its respectful country, this consortium was formed based on an interest towards the solution as well as a budget opportunity.
SDBR News: What lessons, both positive and negative, were learned from the exercise held in October? What improvements could be made?
Arne Ansper: After the demo event, the end users were handed over the platform for further testing. Right now, the testing phase is still ongoing and feedback is being collected about the technological solution. Once the feedback is collected, further developments will be made by the consortium to align with the requests of all countries. As for the event itself, it proved to be very beneficial to have participating countries, as well as observers, all in one room as it allowed for lively discussions in regards to various specifics that the platform needs to have in order to suit the individual needs, as well as the entire ecosystem.
